REFLECTIONS OF THE HEALTH MANAGEMENT COVID-19 APPLICATIONS IN TURKEY ON HEALTH PERSONNEL
 
The covid-19 pandemic has created enormous negative effects on many fields, in particular, health sector and health personnel. Different applications, preacautions, sanctions and limitations of the international and public authorities have affected both individuals and health personnel in a negative manner. Sanctions related to health, increase in the number of covid-19 patients, and problems in risk management have increased the workload of the health personnel, and affected their performance and efficiency in a negative manner. Health authority and public management in Turkey have introduced short and long term sanctions. In the process of applying these sanctions, health institutions and personnel have been held responsible, and they have been obliged to manage the pandemic risk. In addition to this, legal and official responsibility, risk management and its relation to human life have affected the professional performance of the health personnel. The aim of this study is to explore the reflections of the official sanctions and applications in terms of positive and negative effects on the health personnel. In the study, a new scale according to the topic of the study has been prepared by referring to the previous scales whose validity and reliability have been tested and used in different scientific studies. While preparing the scale, experts in different fields have been consulted to increase the reliability and quality of the test. The permission of the institution has been taken. The questionnaires have been sent to all of the participants via internet. 5382 health personnel participated in the study. The sample of the study and the participants have been determined according to the very risky regions due to the covid-19 pandemic. 8 cities in the category of metropolis have been included in the sample. After the validity and reliability test, the received alpha cronbach coefficient has been 0,813. As the coefficient is higher than expected, the analysis of the data has been conducted. As for the method of analysis, the multiple regression and causal analysis have been used to express the covid- 19 applications on the health personnel in quantitative terms, and to find out the concrete effects and the reasons affecting their professional performance. In the findings and results, it is seen that public authority and official sanctions increase the workload of the health personnel, and thus affect the work efficiency in a negative way due to the increase in the responsiblity and risk management. In adddition to that, it is seen that personal anxiety levels of health personnel have increased, professional engagement and respect have decreased, they have suffered from burnout syndrome, and lost their sense of reponsibility due to the imbalance between the workload and the salary. It is also detected that, applications related to public authority and institutions are not sufficient in the covid-19 pandemic process, personal and social health risk management is not sufficient either and it has resulted in the increase in the workload of the health institutions and the personnel.
